History of the establishment of the Educational and scientific law institute

The year 1997

  • The “Jurisprudence” section created as part of the Department of Political Science, Sociology, and Law;
  • The first enrollment of students in the specialty “Jurisprudence” for the qualification level “junior specialist” was conducted;
  • V.M. Tertyshnyk headed the section.

The year 2000

  • Y. P. Sinchenko headed the “Jurisprudence” section;
  • The first graduation of legal specialists with the qualification level “junior specialist” in the specialty “Jurisprudence”.

The year 2005

  • The Department of Law, headed by Ph.D. in Law A. M. Kulish, was founded;
  •  At that time, he was the only one who had a Ph.D.

The year 2006

  • The license to train specialists in the specialty of “Jurisprudence” for the ” Bachelor ” qualification level obtained.

The year 2009

  • The head of the Department of Law, A. M. Kulish, successfully defended his doctoral dissertation in Legal Sciences with a specialisation in 12.00.07 “Administrative Law and Procedure; Financial Law; Information Law.

The year 2010

  • The Department of Law was renamed to the Department of Administrative, Business Law and Financial-Economic Security;
  • The first graduates in Law with the Bachelor’s degree;
  • The license for training specialists in Law with the Specialist’s degree obtained;
  • The license for training students in Financial-Economic Security Management with the Master’s degree was obtained;
  • By the decision of the Academic Council of Sumy State University, the Law Faculty was created, which included the following departments: Administrative, Business Law and Financial-Economic Security (graduating department), Law, History, and Physical Education.

The year 2011

  • Kateryna Tyshchenko, a student of the faculty, won first place in the All-Ukrainian competition of student research works in the field of “Legal Sciences”;
  • The first enrollment of students for the specialties “Jurisprudence” with the educational qualification level “Specialist” and “Financial and Economic Security Management” with the educational qualification level “Master” has been conducted;
  • The licensed amount of the specialty “Jurisprudence” with the educational qualification level “Bachelor” has been increased from 50 to 95 people;
  • The license for training students in the specialty “Jurisprudence” with the educational qualification level “Specialist” has been obtained;
  • The license for training students in the specialty “Financial and Economic Security Management” with the educational qualification level “Master” has been obtained;
  • A postgraduate course opened in the specialty 12.00.07 “Administrative Law and Process; Financial Law; Information Law”.

The year 2012

  • The first graduates of the “Jurisprudence” specialty for the Specialist degree;
  • Obtained a license and conducted the first enrollment of students in the “Jurisprudence” specialty for the Master’s degree;
  • The licensed amount of the “Jurisprudence” specialty for the Bachelor’s degree has been increased from 95 to 120 students;
  • The dean of the faculty, A. M. Kulish, received the academic title of professor;
  • The faculty “moved” to the newly opened academic building. The main classrooms and administrative premises are located on the third floor (dean’s offices, deputy deans’ offices, heads of departments, faculty, dean’s office, laboratory rooms, meeting room, student dean’s office, computer labs, and classrooms). The Department of Theory and History of State and Law, lecture halls, and a reading room are on the second floor. The first floor houses a lecture hall with multimedia equipment.

The year 2013:

  • The first graduates of the “Jurisprudence” specialty with the degree of “Master” have been trained; 
  • The license obtained, and the first enrollment of students in the “Intellectual Property” specialty with the degree of “Master” conducted.

The year 2014

  • The new structure of the Law Faculty, approved by the University’s Academic Council, includes the following departments: Administrative, Economic Law and Financial and Economic Security – Graduation (Head of Department – Dr. Mykhailo M. Burbyka), Judiciary and International Law (Head of Department – Candidate of Legal Sciences, Associate Professor Volodymyr V. Pakhomov), and Theory and History of State and Law (Head of Department – Candidate of Historical Sciences, Associate Professor Valerii M. Vlasenko).
  • The first graduation of specialists in “Intellectual Property” with a degree of “Master” conducted
  • A doctoral program in specialty 12.00.07, “Administrative Law and Process; Financial Law; Information Law”, has been opened.

The year 2015

  • By the decree of the President of Ukraine, the dean of the faculty, Doctor of Law, Professor A.M. Kulish, was awarded the honorary title “Honored Lawyer of Ukraine”;
  • For the first time, the final stage of the All-Ukrainian competition of student research papers in the field of “Public Service” was held at Sumy State University in collaboration with the Faculty of Economics and Management;
  • Students of the faculty won 14 prize places in All-Ukrainian competitions of research papers in five areas;
  • The licensed amount of the specialty “Jurisprudence” of the second level of higher education (Master’s degree) increased from 20 to 50 people;
  • The “Scientific and Consultation Center for Legal Research” was opened based on the faculty;
  • At the beginning of the 2015-2016 academic year, the percentage of scientific and pedagogical workers with academic degrees and titles was 86%. The faculty employs five doctors of sciences and 20 candidates of sciences. The total number of scientific and pedagogical workers is 29 people.
  • The training of masters in the specialties “Jurisprudence” (licensed amount of 50 people) and “Financial and Economic Security” (licensed amount of 25 people) in absentia initiated, and the first admission of students conducted.

The year 2016

  • The Educational and Scientific Institute of Law of Sumy State University was created based on the Law Faculties of Sumy State University and the Ukrainian Academy of Banking by merging these two powerful faculties.

The year 2018

  • The Intellectual Property study program reassigned to the Department of Criminal Law and Judicial Disciplines.

The year 2019

Two Bachelor’s degree programs opened:

  • 293 “International Law”;
  • 032 “History and Archeology”;
  • A new Master’s degree program, “Medical Law”, has been opened.

The year 2020

By separating the Department of History and Constitutional Law, two new departments created, namely:

  • The Department of Fundamental Jurisprudence and Constitutional Law
  • The Department of History.

The year 2022

  • The specialty 014 “Secondary Education. History” has been opened for the Bachelor’s degree program.
  • An agreement was signed to open a branch with the Sumy Scientific and Research Expert-Criminalistics Center of the Ministry of Justice of Ukraine, based on the Department of Criminal Law and Procedure of the Educational and Scientific Institute of Law of Sumy State University.
